I built this PC in 2023 with a Ryzen 7 7800X3D, Gigabyte B650 AORUS ELITE AX, 32GB of DDR5, a Radeon RX 7900 XTX, a Samsung 980 Pro 2TB SSD, and an unspecified power supply. For almost a year, the display occasionally flickered. It started infrequently, so I suspected the monitor, but eventually the computer completely died and would not power on. AMD accepted the CPU under warranty and sent a replacement, although I never received a diagnosis confirming exactly what failed.
The replacement CPU has been installed for about two months, and the flickering has now returned. During a flicker, I captured a screenshot and the screenshot looked normal, while my second monitor connected through HDMI to the GPU did not flicker. The main monitor is connected through DisplayPort. I am using the original PSU cables rather than extensions or aftermarket cables.
After installing the replacement processor, I updated the motherboard BIOS to version F41, though I am not sure whether that version was installed before the original CPU failed. Should I open another warranty claim, replace the motherboard, or investigate the monitor, DisplayPort cable, GPU, PSU, and BIOS settings first? I would also like advice on checking for excessive CPU voltage or other issues that could damage another processor.

The flickering does not automatically point to a failing CPU. Since the screenshot is captured correctly and the HDMI-connected monitor stays stable, the problem is more likely somewhere along the DisplayPort path: the monitor, DP cable, GPU port, or a driver/display-link issue. Try a different certified DP cable, another port on the graphics card, and a different monitor if possible. Also test with only the HDMI display connected.
Before replacing more parts, verify the power supply model and wattage, since a 7900 XTX can place significant demands on the PSU. Use only the original modular cables for that exact PSU, connect separate PCIe power leads where possible, and check that the GPU connectors are fully seated. A PSU or GPU problem could explain instability without the motherboard actually killing the CPU.
Run the system with the minimum hardware needed: one memory stick, default BIOS settings, no EXPO, and the integrated graphics output if available. The 7800X3D has an iGPU, so using the motherboard video output can help separate a GPU or DisplayPort problem from a platform problem. Also inspect the CPU socket for bent pins and check cooler mounting pressure, since physical installation issues can cause trouble but normally would not be proven just by screen flickering.
Update the BIOS to the newest stable release and load optimized defaults. Then check whether EXPO, manual overclocking, PBO, or a negative CPU curve is enabled. On AM5, monitor Vcore and especially CPU SoC voltage with a reliable utility; avoid unusually high SoC settings and use conservative memory settings while troubleshooting. If the CPU fails again, ask AMD or the repair shop for a written failure report rather than assuming the motherboard is responsible.
The BIOS is currently on F41, but I do not know whether that was installed before the first failure. I will check the voltage and memory settings instead of relying only on the BIOS version.

That was my initial suspicion too, but I became concerned about the CPU after the system eventually stopped powering on. I have not yet swapped the DP cable or GPU port, so those are good first tests.
