I'm looking for earbuds that don't need to connect to any device, essentially a standalone system designed to produce white noise. Ideally, they would be rechargeable (like USB) or powered by batteries (AA/AAA). I have a handheld white noise machine, but it's not portable enough for my needs. I want something convenient to use in public without worrying about connectivity.

Have you thought about using headphones that pick up radio static? There are models with built-in radios, and if you tune them to a static frequency, they'll play that noise. They usually come with a rechargeable battery, so you won’t need a separate device. Check this one out: https://amzn.asia/d/04wjCgaJ.
Check out wearable MP3 players that have white noise tracks pre-loaded. There are various options available like bone conduction models and waterproof MP3 players that could fit your needs.
A simple and effective option could be to use a cheap old MP3 player loaded with white noise tracks. These can be quite compact, similar in size to a large tie-clip, and would work without needing any streaming or connections.
They do exist, but finding a good pair can be tricky. Your best bet might be to consider earbuds like AirPods with offline Spotify tracks, but that strays from your 'no separate device' request. Alternatively, there are some bulky standalone white noise earbuds made by Marpac, though they're not very popular anymore.
Look into sleep earbuds. They used to make Bose Sleepbuds, but they’ve been discontinued. Ozlo Sleepbuds are one alternative, and Soundcore (from Anker) has some good options. I personally have the Soundcore Sleep A20s, but I find them a bit hard to keep in while sleeping.
