I'm shopping for a graphics card that can run games smoothly at 4K, but I'm put off by how prominently newer cards advertise AI features such as DLSS, FSR, frame generation, and other upscaling technologies. Are there any current-generation GPUs that are focused purely on traditional rendering, or can I simply ignore those features and play at native resolution?

If you want to play at native 4K, just turn off DLSS, FSR, XeSS, frame generation, and similar options in the game settings. The GPU will render the game normally. A powerful card such as an RTX 4090, RTX 5080, RTX 5090, Radeon RX 7900 XTX, or Radeon RX 9070 XT can still render traditionally; the AI features are optional tools rather than requirements.
The closest match to what you’re asking for would probably be a high-end AMD card, since its machine-learning hardware and software support are generally less central than Nvidia’s. The RX 7900 XTX is a strong traditional-rendering card, although newer upscaling features may be better supported on newer models. Just keep in mind that avoiding AI entirely can mean giving up performance or image-quality options that some modern games are increasingly designed around.
Modern GPUs can all perform the kinds of calculations used for AI, because the same hardware that makes them fast at graphics is also useful for machine-learning workloads. There really isn’t a current high-end card that is powerful at 4K gaming but incapable of AI-related processing. The practical difference is whether you choose to use features such as upscaling or frame generation.
That doesn’t mean you have to use those features, though. In most games they can be disabled, and frame generation usually isn’t enabled automatically.
Some newer games do encourage or require upscaling for good performance, but that’s a game-engine decision rather than the GPU secretly forcing you to use AI.
