I have a Ryzen 5 7600 using the stock cooler. With a browser and Discord open, the CPU sometimes reports around 78°C on Tctl/Tdie, while the CPU die average is closer to 67°C. Reapplying the thermal paste after about two years did not noticeably change the readings. Gaming temperatures also stay roughly in the same range instead of increasing much. I have recently noticed occasional hitching and wondered whether the temperatures or stock cooler could be responsible. Are these readings normal, and what should I check if they are not?

The 78°C reading may be a short Tctl/Tdie spike rather than the sustained average; the die-average value is lower and is often more useful for judging the overall temperature. Since your gaming temperature is not much higher, it does not sound like obvious thermal throttling. Watch the maximum temperature and clock behavior while gaming or running a CPU stress test instead of judging from browser idle readings alone.
Those temperatures are within the Ryzen 5 7600's normal operating range. Its thermal limit is around 95°C, and Ryzen chips can briefly boost voltage and temperature even when you are only browsing or using background apps. The stock cooler is designed to keep the processor in spec, not to provide especially low or quiet temperatures. The hitching may be unrelated, so check background processes, chipset and GPU drivers, memory stability, and whether the CPU is actually reaching its thermal limit during a hitch.
The stock cooler is fairly weak, so a tower cooler would lower temperatures and usually make fan noise and temperature fluctuations better. A Thermalright Phantom Spirit or another inexpensive tower cooler would be more than enough. You can also set a more appropriate fan curve or enable a modest power limit in the BIOS, though that may reduce peak performance slightly.
