ASRock B550M-C Shows DRAM and CPU Lights and Won’t POST

My PC powers on but refuses to complete POST. It has an ASRock B550M-C motherboard, an AMD Ryzen 5 5600GT, an RTX 3070, and 16 GB of RAM running Windows 11. The motherboard's DRAM and CPU diagnostic lights stay on. My keyboard's main lighting does not activate, although its small volume-knob light comes on, and my mouse stays red instead of switching colors. I've already reseated the RAM and GPU and cleaned their contacts. I also tested each RAM stick individually, but the same two diagnostic lights remain. I haven't removed and reseated the CPU yet because I'm not confident doing that. What should I check next to find the cause?

Try starting the system with only one RAM stick installed, using the motherboard slot recommended in the manual—often A2, which is the second slot from the CPU. If it still fails, test the other stick by itself in that same slot. This can help distinguish a bad module from a slot or memory-channel problem.
