My PC is only about three weeks old. I shut it down normally from the Windows desktop, but when I turned it on again, it began sending me to a blue startup or recovery screen. Any option I select seems to shut the computer off immediately, after which it returns to the same screen. The system shows ASRock during startup, and the recovery error code is 8007139F. I also received that code when trying to open Command Prompt. I'm hesitant to follow random automated troubleshooting instructions because I don't want to make the problem worse. What is the safest way to repair Windows or handle this with the seller?

Keep the purchase details and document the error code and screen. The seller should explain the return or warranty process.
