I'm in California and have about $1,400 to spend on a gaming and general-performance PC. I can buy the monitor and peripherals later. Ideally, I'd like a system that can play GTA 6 and reach 4K resolution as soon as possible, but I'm open to realistic expectations or advice on whether I should wait before building.

There isn’t a PC version or reliable benchmark for GTA 6 yet, so nobody can accurately promise what hardware it will need. A system bought today could also be less suitable for 4K by the time the game is released on PC. If GTA 6 is the main reason for upgrading, waiting and saving more may be the better move.
A $1,400 build can be a strong 1440p machine, but native 4K in a demanding future game is a much harder target. Even higher-end graphics cards may need upscaling or reduced settings for 4K performance. I’d aim for 1440p with good image-quality settings rather than building around native 4K.
You could put together something around a Ryzen 5 7600X3D or a similar gaming CPU, 32GB of memory, and a capable midrange graphics card. That should handle current games well at 1440p, but GTA 6 performance is impossible to guarantee until the PC port and its requirements are known. Waiting for future sales and adding to the budget could give you a more durable system.
That’s probably the most sensible plan. The current console version doesn’t tell us exactly how the eventual PC release will perform, and waiting may also bring better hardware and discounts.
