I'm considering upgrading my monitor from a 27" 1440p to a 32" 4K OLED display. I currently have a 5070 Ti and a 9800X3D in my build. I mainly play single player games and some co-op, and I'm open to using frame generation. Do you think the 5070 Ti can handle 4K gaming well, or would I be better off sticking with 1440p?

If you can swing the budget, go for the upgrade! Most games nowadays run pretty well in 4K with the right settings, plus you'll enjoy watching movies in 4K.
If you leverage DLSS, you'll definitely be able to hit 4K smoothly! Going purely native might not be as great though.

I've built a rig with a 5070 Ti and my experience has been awesome! I get consistent 4K60 on ultra settings with DLSS quality, except for Doom where I dropped it to 1440. It's been a blast!
