Would a gaming PC with a Ryzen 7 5800X and Radeon RX 9060 XT 16GB be able to run Minecraft at more than 500 FPS? The expected resolution, render distance, shaders, mods, and monitor refresh rate may affect the result.

For extremely high frame rates, Minecraft is often more CPU-limited than GPU-limited. A newer X3D processor would have a better chance of maintaining very high FPS, but the 5800X can still reach 500 FPS in lighter scenes with optimized settings. Busy areas, large farms, high view distances, and shaders will reduce that substantially.
The monitor is a big factor here. If you are using a 144Hz or 240Hz display, cap the game around the monitor's refresh rate for smoother frame pacing and lower power use. You would need a very high-refresh monitor to actually see the difference between 240 and 500 FPS.
Probably, especially in vanilla Minecraft or with performance-focused mods and a reasonable render distance. However, FPS can vary a lot depending on the world, simulation distance, mods, and whether shaders are enabled. A 500 FPS counter does not provide much benefit unless the monitor can refresh that quickly.
