I'm trying to build a PC on a tight budget. Ideally I'd like to spend around $1,000, though I could stretch to $1,300 and absolutely no more than $1,500. I'm specifically looking for an RTX 50-series graphics card with at least 12GB of VRAM because I want to use features such as four-frame generation and possibly run AI workloads locally. Used or refurbished parts are fine, including a preowned graphics card. What kind of build would be realistic in this budget, especially in India where prices can be much higher?

Check local prices for the RTX 5060 Ti 16GB before choosing the rest of the parts. Used pricing in your area seems to range widely, roughly ₹30,000–₹50,000 for second-hand cards and ₹60,000–₹100,000 for new or higher-end models. If you can find a verified used card around the lower end of that range, the rest of the build becomes much more manageable.
A used RTX 5070-based system could be possible around ₹1.4–₹1.5 lakh. One example would be an i5-13400, 32GB DDR4-3200 memory, a used RTX 5070, and a 1TB NVMe SSD. Try to buy the GPU and other components from a reputable seller, verify that the card has no overheating or artifacting issues, and test it under load before paying.
Is buying a second-hand graphics card generally safe, or are there specific tests I should run first?
This is a particularly bad time to build because memory and storage prices have risen sharply, and graphics cards are also expensive. Even older DDR4 systems and PCIe 3.0 SSDs can cost more than expected in India because of import duties, reseller margins, and price increases. You may get better value by waiting, lowering the GPU requirement, or buying carefully tested used parts.
A powerful 50-series card with 16GB of VRAM takes up most of this budget by itself. The RTX 5070 Ti or RTX 5080 would fit the performance target, but either one can cost close to—or more than—the entire budget depending on local pricing. The RTX 5060 Ti 16GB is the least expensive 50-series option that meets the VRAM requirement, so that’s the first card worth checking.

That makes sense. I was mainly interested in local AI, but if the GPU cost is too high I may just focus on learning programming instead.
