Can I Build a Modern Website with Just HTML, CSS, and JavaScript?

A teacher wants to create a website, and I'm wondering whether plain HTML, CSS, and JavaScript are still practical today despite the many frameworks available. Would these three technologies be enough, and when would using a framework make more sense?

Those technologies definitely aren’t outdated. The modern HTML standard supports a lot of functionality, and CSS can handle many visual effects that once required JavaScript. For a simple site or landing page, plain HTML, CSS, and JavaScript may be all you need. Frameworks become more useful as the application grows more complex.

Yes. HTML, CSS, and JavaScript are still the core technologies behind websites. Frameworks build on top of them and provide useful patterns and features, but learning the fundamentals first makes it much easier to understand what a framework is doing and troubleshoot problems when something goes wrong.
