I'm trying to connect my GTX 1660 Super graphics card to a VGA monitor using an HDMI to VGA adapter, but nothing is displaying on the monitor. I was able to connect my PC to a TV screen with an HDMI cable without issues, so I'm not sure what the problem is. Should I consider using a DisplayPort to VGA instead?

The main issue here is that VGA is an analog signal, while HDMI is digital. You'll need a specific adapter that converts the digital signal to analog, and some of those need power through USB. On the bright side, using a DisplayPort to VGA cable should work just fine without any extra hassle.
Just a heads up, if you're using the DVI port, it's probably digital only. What kind of monitor are you trying to run? Are you just looking for something basic like 1080p at 60Hz, or do you have higher demands?

It's a 75Hz monitor with a resolution of 1280x1024.
