Can I In-Place Upgrade Windows Server 2016 Datacenter to 2025 Standard?

I'm planning to upgrade a Windows Server 2016 installation directly to Windows Server 2025. Microsoft lists 2016-to-2025 as a supported in-place upgrade path, but this server is running the Datacenter edition rather than Standard. DISM /Online /Get-TargetEditions reports that the current edition cannot be upgraded to any target editions. Is there a supported way to move from Datacenter to Standard during the upgrade, or would I need to perform a clean installation and migrate the workloads?

The version jump itself is not necessarily the blocker; Microsoft documents 2016 to 2025 for some in-place upgrade scenarios. The issue here is the SKU change. Since DISM reports no valid target editions, plan for a side-by-side migration or remain on Datacenter rather than trying to force the downgrade.

There are unofficial registry-based workarounds that change the reported product edition before running Setup, and some administrators report that they work. However, this is not an officially supported upgrade path, can leave the installation in an inconsistent state, and could cause problems with activation, servicing, or future support. It should not be treated as a reliable production solution.

BrightOtter51: Exactlyโ€”the fact that Setup may complete does not make the resulting Datacenter-to-Standard conversion supported. The documented upgrade path appears to apply only when the source and destination editions match.

The practical approach is usually to build a new server or VM with the desired edition and move the applications, configuration, and data over. For a file server, for example, you can attach the existing data disk or VHD to the new system and recreate the shares. This is often safer than relying on an unsupported edition change.

No supported in-place downgrade exists from Datacenter to Standard. The upgrade path generally requires the edition to remain the same, such as Datacenter to Datacenter or Standard to Standard. Youโ€™ll need either a clean installation of Standard followed by migration, or youโ€™ll have to keep using Datacenter.
