My phone unexpectedly reset itself, and after I signed back in, all of my messages and photos were gone. I checked iCloud but didn't see anything there. Is there still a way to recover the photos or messages?

If the photos aren’t in the correct iCloud account, Recently Deleted, or a computer backup, recovery may not be possible. Photos and messages generally don’t vanish without the phone being erased, restored, or signed into a different account, so it’s worth figuring out what caused the reset before using the phone much more.
First, check that you’re signed in with the correct Apple Account. If the phone reset and you logged into a different account, an empty iCloud library would look exactly like this. Also check Photos > Albums > Recently Deleted, plus Recently Deleted on iCloud.com, since items may still be recoverable for up to 30 days. If the phone was ever connected to a Mac or PC, look for an older local backup too.
