I haven't been able to use my laptop for several months because BitLocker is asking for a recovery key, and I don't remember which Microsoft account or recovery email it's associated with. If I reset or reinstall the PC, will I need to download Windows 11 again, and would that cost anything? I'm willing to lose the files as long as the process isn't unnecessarily complicated.

If you can’t locate the BitLocker recovery key in your Microsoft account, the usual remaining option is a clean Windows installation from a USB drive. That erases everything on the encrypted drive, so make sure there’s nothing you still need before proceeding. You’ll need another working computer to create the installation USB.
You can try checking every Microsoft account you may have used for the BitLocker recovery key before wiping the machine. If the key can’t be found, a reset or clean install will remove the encryption along with your files. Afterward, Windows activation should usually happen automatically once the laptop connects to the internet. You can also set up a simpler sign-in arrangement afterward, but disabling security features should be considered carefully if other people might access the laptop.
Windows 11 can be downloaded directly from Microsoft at no charge. The download and installation media are free; you don’t normally need to purchase Windows again if it originally came installed on the laptop. Most store-bought laptops have a digital license embedded in the hardware, so Windows should reactivate automatically after reinstalling, provided the same edition is installed.
The laptop came from a regular store, so I’m assuming its license should be legitimate. I may ask the store for help if I get stuck.
