I'm considering setting up Qubes OS as the main system, then running Kali Linux inside it, and possibly running Parrot OS inside the Kali virtual machine. Since Qubes is built around virtual machines, I'm wondering whether it can load ISO files this way and whether nested virtualization would make this setup technically possible. Would this work on a normal computer, and is there a practical way to configure it?

The general technique is called nested virtualization: running a virtual machine inside another virtual machine. It can work if the hardware, firmware, and virtualization software all support it, but each additional layer usually adds complexity and reduces performance. Qubes and the virtualization stack involved may also have limitations, so it would need to be tested carefully.
You probably don’t need to nest Kali inside Qubes and then Parrot inside Kali. A more practical setup would be to install Kali and Parrot as two separate virtual machines directly under Qubes. That keeps them isolated, makes resource management easier, and avoids the performance penalty of multiple virtualization layers. If your goal is simply to boot several ISO installers, a multiboot USB tool such as Ventoy is another option.
