Yes, when you buy Windows 11, it actually links to both your motherboard and your Microsoft account. If you plan to keep your current motherboard, make sure to remove the key before switching anything around. This way, you won’t run into issues with activation later.
The activation process is pretty much all about your Microsoft email account. When you move to a new PC, just make sure to remove the old installation first. As for activation after a reset, no problem there either; you can reactivate it as long as you're using the same Microsoft account.

You'll need a serial key for activation. Once you have it, just click the 'activate Windows' link, usually found at the bottom of the install window. If you're installing offline, you can activate it through the Settings menu by changing your activation key.
