I recently bought an Xbox controller from a local game store, and the owner said to come back if it didn't work. I did some research on how to connect an Xbox controller to my PC, but most tutorials were for versions that use batteries and Bluetooth. My controller has a USB-C charging port instead of a battery compartment. Does that mean I can still use it with my PC?

You might not need to worry too much about the USB-C aspect. Many modern PCs recognize Xbox controllers automatically when they're connected via USB. Give it a shot, and see if it works!
If your controller is a wired one with a USB-C port, just plug it into your PC using the cable. You should be able to use it right away without any pairing. If it's off-brand and doesn't have a pairing button, that might be a clue it's set to work with a specific receiver. But in most cases, a wired connection should work fine!
