I just got a power supply that includes three pigtail PCIe cables. I'm curious if it's safe to use all three with my Asus Prime RX9070XT GPU, or if that's a bad idea. Should I stick to individual cables instead?

The specifications really suggest using the minimum number of cables, and while some folks might say it could cause instability, I haven't seen proof of that. If everything's plugged in correctly, using pigtails should work fine. The power margin for 8-pin connectors is really generous too, so your RX9070XT should be totally fine, even using a single 8-pin for each cable.
I usually go for individual cables for my GPU, especially for high-end models like yours. If the PSU only has two available cables, then using a pigtail is okay, but I'd try to avoid it when possible. In the long run, I recommend investing in custom cables since they don't come with pigtails.
