Could AMT be used to recover or reflash a corrupted BIOS, or does it depend on the main CPU and motherboard firmware already functioning enough to initialize the system? If the latter is true, is AMT essentially equivalent to having a keyboard, monitor, mouse, and power switch connected through very long cables?

If the BIOS image itself is damaged, the main system may fail before the stages needed for display, input, booting, or normal remote control are available. In that situation, AMT is effectively limited by the same underlying initialization problems as local keyboard and monitor access, rather than bypassing them.
AMT can be useful for repairing an operating system because it can interact with the machine remotely, but it generally cannot rescue a system whose BIOS or UEFI firmware is too corrupted to initialize the platform. AMT does not replace the motherboard's firmware recovery mechanism or provide a universal way to rewrite the SPI flash chip.
