I've come across mixed opinions on whether the 5070ti can handle 4K gaming, particularly with DLSS enabled on quality settings. I have a Samsung QD OLED 4K TV and a solid rig overall, but I'm specifically worried about the GPU's performance. Instead of opting for the more expensive 5080, I'm leaning towards the 5070ti, aiming for around 60fps. I'm also okay with reducing some settings if necessary to maintain good frame rates. Can I realistically achieve 4K gaming with the 5070ti while adjusting settings and still have decent visuals?

You can definitely game at 4K with the 5070ti. I've played on both the 5070ti and 9070xt, and they perform well as long as you don't max out the graphics settings.
