Can the ThermalRight Peerless Assassin 120 SE handle a 5600X with PBO?

I'm planning to get a Ryzen 5600X soon, and I intend to enable Precision Boost Overdrive (PBO). I'm curious whether the ThermalRight Peerless Assassin 120 SE will be sufficient to keep it cool. Any thoughts?

Is PBO actually considered overclocking? I thought it just undervolted the CPU or something.
