What are your laptop specs, and when do you notice the performance drops? It could be thermal throttling or possibly just that your specs aren't up to handling the demands. If you notice issues specifically in certain games, that could be a clue.
Your laptop might not be getting hot enough because the thermal paste isn't transferring heat properly. I recommend doing a good cleaning first to clear out any dust. If it's been a year or two since the last time you applied new paste, I'd definitely recommend replacing it. Laptops usually need more frequent maintenance than desktops.
