Do I Need to Store IP Addresses for an Anonymous Forum in the US?

I'm building an anonymous forum in the United States and would prefer not to retain visitors' raw IP addresses. Are there any US laws that require a forum operator to collect or store IP addresses? I was considering storing only IP hashes, but I'm also concerned about whether that still creates privacy or legal obligations and whether it would be useful if authorities later requested information.

There generally isn’t one blanket US federal rule requiring every anonymous forum to keep raw IP logs. Your obligations can depend on the content, your service providers, and the states or countries involved. Laws and provider policies may impose special duties for certain illegal content, so it’s worth getting advice from a lawyer familiar with privacy and online-platform law before launching.

Hashing an IP does not necessarily make it anonymous. With a predictable or reused salt, IP addresses can be compared and linked across posts, and the IPv4 address space is small enough that hashes may be guessable. If your goal is privacy, collecting no IP address at all is usually more protective than storing a hash. Be clear in your privacy policy about exactly what you do and do not retain.

A hash may still be treated as personal data if you or someone else can use it to distinguish or identify a visitor. The legal classification depends on the implementation and applicable jurisdiction, not just on whether the value looks irreversible.

Minimizing retained data reduces both privacy risk and the amount you could be compelled to disclose. Decide in advance whether you need moderation or abuse-prevention logs, set a short retention period if you do, restrict access, and document the policy. Also check the terms of your hosting provider, since those may require handling certain reports even when the law does not require general IP logging.
