Experiencing Major FPS Drops from 360 to 20—Need Help!

I'm having some serious performance issues in games where my FPS suddenly drops from a stable 360 down to more than 20 for a brief moment before returning to normal. This problem has come out of nowhere despite my system running fine since April. My temps stay below 65°C, and I've been proactive: I've cleaned the hardware, adjusted game settings, capped the frame rate lower, and made sure everything is geared for performance. I've even uninstalled and reinstalled drivers, removed and reinstalled all parts, and done a clean Windows reinstall twice just to be safe. Here are my specs:

- CPU: AMD Ryzen 7 9800X3D
- GPU: NVIDIA RTX 5080 Asus Prime 16GB
- Storage: Samsung 990 Pro 4TB SSD
- RAM: 64GB Corsair Vengeance DDR5
- PSU: Corsair RM1000x
- Motherboard: X870 Aorus Elite Wifi7
- Cooler: NZXT Kraken 360 AIO
- Fans: 10 Asia Horse Cosmiq fans
- Case: Hyte Y70
- Monitor: ROG Swift 32" 4K WOLED (PG32UCDP)

Any insights on what might be causing these weird drops?

When you mention 'settings geared for performance,' what exactly do you mean? Have you made sure to install AMD's chipset drivers as well? Sometimes those are overlooked and can affect performance.

I've set all in-game settings, NVIDIA control panel, and Windows settings to prioritize performance. Plus, I verified that the chipset drivers are installed. This issue came out of the blue; everything was running smoothly until last week without any updates.
