Experiencing Stuttering Issues After Recent Driver Update

I've been having stuttering problems in games ever since I updated to driver version 591.74. It started with War Thunder and American Truck Simulator, but now I notice it in almost all the games I play. My FPS is generally high, and I don't see any performance bottlenecks or overheating issues. However, there are annoying microstutters where the FPS drops from about 75 to 65 and then goes back up. I'm confused whether this is due to the driver update or if there's something wrong with my PC. Can anyone help?
