First PC Build Around an Nvidia 3090 Ti: Need Advice on Components and Setup

I just managed to snag an Nvidia 3090 Ti Founders Edition for $860 on eBay—it's my first time building a PC! I'm planning to use this setup for AI image and video tasks. Originally, I aimed for a budget of $1600, but I overshot that with this GPU purchase, so now I have about $800 to $1000 left to spend. Can I create a reliable and stable build with that budget? I'm also curious about how to properly inspect this used card I received. The seller has a few good reviews, but not a lot to go off of.

For your use case, I recommend looking into a 1000W power supply with at least an 80+ Gold rating. Pair that with a Ryzen 7 or Intel i7 CPU; you'll need the extra cores for AI and video tasks. Don't forget a decent CPU cooler; if you choose an i9 or Ryzen 9, an AIO water cooler would be ideal. As for RAM, shoot for 32GB or even 64GB with speeds of 4000MHz or more. I know it's pricier, but it's a worthwhile investment for your workstation.
