I'm running into a problem where every time I try to open PowerShell, I get a 0x0000142 error, and when I try to launch CMD, nothing happens. Any ideas on how to fix this issue?

If you manage to open PowerShell in Safe Mode, you can run 'sfc /scannow' to check for system issues. Just be prepared for it to take some time, and hopefully, CMD will also work afterward.
Have you considered trying to open PowerShell and CMD in Safe Mode? It might help bypass the error you're seeing.
