Having Trouble Resetting My PC – Blue Screen and Errors

I've been dealing with a frustrating issue where a pop-up virus keeps taking over my PC, opening the command prompt and redirecting me to strange websites. I decided it was time to reset my PC after saving all my important files. However, every time I try to reset, it gets stuck at 13% for both the 'delete all' and 'keep files' options, and then I encounter a blue screen saying 'no changes were made to the device.' I also tried reinstalling Windows from the PC settings, but it only makes it to around 60-75% before crashing again with the same blue screen error. I've looked for solutions on YouTube, but nothing seems to work. I really want to reset my PC and get rid of this virus. Additionally, I've uninstalled some programs to free up space on my OS drive, but the virus still executes and gives me an 'access denied' error in the command prompt. Can someone help me out?

Honestly, I think the best way to fix your problem would be to do a clean reinstall of Windows from scratch. This means formatting your whole disk and installing Windows using a USB drive. It’s a hassle, but it’s probably the most effective way to get rid of that persistent virus and any corrupted files.
