How badly will a Phenom II X4 965 bottleneck an RTX 3070 Ti?

I have a Phenom II X4 965 system with both an RTX 3070 Ti and a GTX 1060 6GB available. This is not my primary gaming PC, but I'm curious how each GPU would perform with this older CPU. I mainly play Forza Horizon 4 and 5, Microsoft Flight Simulator 2020, and Minecraft. Would the GTX 1060 actually perform better because it is a weaker card, or would running at 4K help make better use of the RTX 3070 Ti?

The Phenom II will be a huge limitation in these games, especially Flight Simulator and the Forza titles. The RTX 3070 Ti is much faster than the processor can normally feed, so expect serious CPU bottlenecking and inconsistent frame rates. A GTX 1060 would not usually perform better just because it is slower; it would mainly reduce the workload on the GPU while leaving the CPU limitation in place.

Using 4K can shift more of the workload onto the GPU, but it will not remove the older CPU’s limitations. It may make the 3070 Ti look more useful in average FPS, yet minimum FPS, simulation performance, and stuttering can still be restricted by the Phenom II. Also check each game’s current CPU and instruction-set requirements, since compatibility can vary with older processors; an AM3+ upgrade such as an FX-8350 or FX-8370 may help if the motherboard and BIOS support it.

Since you already own both cards, the most useful answer will come from testing them in the actual system. Try the same game, resolution, and settings with each GPU, then monitor CPU and GPU usage, frame time, and FPS. That will show whether you are CPU-bound rather than relying on theoretical comparisons.
