How Can I Access an Android Phone After a Factory Reset?

Hey everyone! A friend recently bought an Android phone from someone and did a factory reset. Now, the phone is asking for the previous owner's Google account sign-in, which we can't get past. Is there a way to bypass this or completely reset the phone so it feels brand new? Any help would be appreciated!
