I want to obtain a specific domain name for my company because it matches the company's name. When I visit the domain, it only displays a "403 Forbidden — You don't have permission to access / on this server" message. I'm new to domain ownership and want to know how to identify the current owner, whether the domain is available for purchase, and what options I have if public registration lookup does not provide any details.

Start with an ICANN-accredited registrar’s domain lookup or RDAP/WHOIS service. Privacy protection may hide the owner’s contact information, and some extensions do not provide public registration data. If the lookup shows a registrar but no owner details, check whether the registrar has a domain-contact or transfer-inquiry form. Otherwise, the practical route is to find a legitimate contact method for the owner or use a domain broker.
Before pursuing the exact name, make sure it does not conflict with an existing trademark or company name. Even if the domain expires or someone offers to sell it, using it for a similar business could create legal problems. If the name is important to the company, consider registering a suitable alternative and securing the relevant country-code or other top-level domain as well.
A message saying that no RDAP server was identified does not necessarily mean the domain is available. It can simply mean that the lookup service does not support that domain extension or cannot find the relevant registry.
