How can I add a local user in Windows 11 without using a Microsoft account?

I have a new Windows 11 computer and I'm already signed in with an administrator account. I want to create additional local users for the PC, but I'd prefer not to require Microsoft accounts or online sign-ins. What's the simplest way to do this?

On Windows 11 Pro, search for Computer Management, open Local Users and Groups, select Users, then right-click an empty area and choose New User. This creates a local account directly through the management console.

Press Win+R, enter netplwiz, and press Enter. Select Add, then choose the option to sign in without a Microsoft account and select Local account. Enter the new username and password to finish creating the user.

Another Pro edition option is Win+R, then `lusrmgr.msc`. Open Users, right-click in the user list, and choose New User. Windows 11 Home generally doesnโt include this console, so use netplwiz or the Terminal commands instead.

You can do it from an elevated Terminal or Command Prompt. Run `net user NewName * /add`, replacing NewName with the username you want. The asterisk lets Windows prompt you for the password instead of displaying it in the command. If the account should be an administrator, run `net localgroup administrators NewName /add` afterward.
