My professor required Respondus LockDown Browser for a class, but now I want to remove it completely from my computer. It feels like the software has embedded itself in the system. Is there a normal uninstall process, or do I really need to reset or reboot my PC to get rid of it?

The built-in uninstaller should normally be enough. On Windows, open Settings, go to Apps > Installed apps, find Respondus LockDown Browser, select the menu next to it, and choose Uninstall. If the standard uninstaller fails, a third-party removal tool such as Revo Uninstaller may be worth trying.
I already tried Revo, but it didn’t remove the program successfully.
