I'm trying to set up a second monitor so I can read chat and use OBS while streaming. My graphics card has one HDMI port, plus several other ports that look similar but won't accept an HDMI cable. There's also an HDMI port near the keyboard and other USB connections, but connecting the monitor there doesn't seem to work. Are the other graphics card ports DisplayPort, and should I use a DisplayPort-to-HDMI cable or adapter?

The HDMI port near your keyboard connections is on the motherboard. It only works if your processor has integrated graphics enabled, and many systems won’t use it when a dedicated graphics card is installed. The safer option is to connect both monitors to the dedicated graphics card, using DisplayPort for the second one if necessary.
The similar-looking ports on the graphics card are probably DisplayPort, not HDMI. If your second monitor only has HDMI, use a DisplayPort-to-HDMI cable or adapter and connect it directly to the graphics card.
