How Can I Control My Laptop’s Minimum CPU Frequency?

I'm having some issues with my Rog Strix G15 laptop freezing on boot. After disabling Global C-state using Smokeless UMAF, the freezing issue has improved, but I'm still facing problems when the CPU frequency drops below 4.2 GHz. My laptop features an AMD Ryzen 9 5900HX with Radeon integrated graphics and an RTX 3070 mobile GPU, and the problem seems to occur especially during idle moments or when playing videos. I've set my minimum processor state to 99% and maximum to 100%, but I'm curious if there's a more effective way to limit the minimum CPU frequency or if there's a fix for the freezes without running a constant batch script to keep the CPU speed up.

Setting the minimum processor state to 99% doesn't actually help; you should lower it to about 50% to prevent overheating issues. The CPU will naturally fluctuate its speed based on demand and power consumption, so don’t stress over the numbers.

I tried setting it to 50%, but it still freezes if the CPU dips below 4.2 GHz. Running a batch script is the only way I can keep it stable right now. Is there a permanent fix for this?
