For instance, I know someone bought 25 Teams Room Pro licenses, but I can't find any straightforward way to check who made that purchase. Is there a feature that lets you view details like the individual who procured something?

If you have a Cloud Solution Provider (CSP), they typically keep a log of this kind of activity. It might help you track down who bought what without too much hassle.
If you're using Azure, Cost Management is the way to go! It can help you track spending, but just remember you're looking in the context of Microsoft 365 rather than pure Azure resources.
It's possible that if there are any licenses in the activity logs, you'd find details about who pressed the purchase button for those licenses. Try looking for related activity around the licensing section.

You might want to check out the Audit Logs in Microsoft 365. Even though you're dealing with licensing through Microsoft 365, which is SaaS based on Azure, those logs can show you who made purchases.
