My roughly three-week-old PC started showing a blue Windows startup or recovery screen after I shut it down normally from the desktop. Whenever I choose an option, the computer immediately powers off and returns to the same screen. The motherboard displays the ASRock logo, and one error code I saw was 8007139F. I also tried opening Command Prompt but received the same code. I have an older external drive containing Windows, but I'm not sure how to use it for repairs, and I don't want to follow risky instructions that could damage the computer or erase my files. What is the safest way to troubleshoot this, and should I return the PC?

Since the computer is only about three weeks old, contacting the seller is probably the safest option. Ask for a repair, replacement, or refund under the applicable return or consumer-warranty rules. Don’t let the retailer redirect you unnecessarily to the manufacturer, and avoid opening the case or reinstalling Windows before discussing it with them, since that could complicate a return.
The error code and repeated recovery loop suggest that Windows may need repair using installation or recovery media. You would normally create a bootable Windows USB from another working computer, start the affected PC from that USB, and select the repair options rather than reinstalling immediately. Avoid random commands or steps that erase the drive if you need to preserve your files.
