How Can I Fix Frequent Micro-Stutters in Valorant on a New PC?

I recently bought a prebuilt PC and have been experiencing frequent micro-stutters while playing Valorant and watching YouTube. It doesn't seem to be network lag because the game remains responsive and my ping is usually around 10–12 ms. I've already tried BIOS updates, disabling hardware-accelerated GPU scheduling, lowering and capping the frame rate, and several other common troubleshooting steps, but nothing has helped. The system has a Ryzen 5 7500F and a Radeon RX 9060 XT. The issue is most noticeable in Valorant; I haven't noticed the same behavior in Minecraft or Roblox, although those games are very different. What else should I check?
