I'm trying to install Call of Duty: Infinite Warfare on my original Xbox One, but it keeps getting stuck at 2.46GB even though the disc looks almost perfect. I cleaned the disc and it's now spotless, except for a few tiny scratches that are really hard to see unless you look closely in bright light. I've installed other games with more noticeable scratches without any problems. What can I do to resolve this download issue?

If you literally washed the disc, that could be the problem. The top layer is aluminum, and any moisture that gets trapped can cause corrosion or even fungus over time. Make sure to check the disc in light for any spots that might let the light shine through, which means the aluminum could be scratched. Sometimes, little scratches like that can be fixed, but it takes some skill and aluminum leaf.
I've got a Need for Speed disc that's way more scratched than your COD disc, and it still works perfectly. Seems odd that this one is causing issues.
It might not just be the disc itself. Sometimes, the disc drive can have issues or there might be a problem with your console's software. Try clearing your Xbox One's cache by holding the power button for 10 seconds to fully power it down, then restart it again. After that, try inserting the disc again and see if it downloads properly.
I just checked and I didn't see anything wrong with the top, it looks brand new. I did only wash the bottom, and I dried it with a microfiber towel too!
