How can I fix “No Internet, secured” on Windows 11?

My Windows 11 computer connects to Wi‑Fi, but it shows "No Internet, secured" and says the device can only access other devices on the local network. I have already restarted the computer, unplugged and restarted the Wi‑Fi equipment, and performed a network reset. My phone's hotspot does connect to the computer. Does anyone know what else I can try, or what details would help diagnose the problem?
