I recently replaced an RX 6800 with an RTX 4080 Super. On this same LG E9 55-inch OLED connected over HDMI 2.1, 60 FPS initially looked noticeably choppy with the AMD card, but after a lot of testing I got it looking very smooth. The changes that seemed to matter were setting the display to 119.88 Hz instead of 120 Hz and disabling Windows VRR so it would not conflict with driver-level FreeSync.
With the 4080 Super, performance is much better, but native 60 FPS once again looks uneven. NVIDIA's software only reports the display as 120 Hz, and disabling Windows VRR does not seem to help. I already used DDU in Safe Mode before installing the NVIDIA drivers, and Resizable BAR and Above 4G Decoding are enabled.
What NVIDIA Control Panel, Windows, or in-game settings can help make a locked 60 FPS look as smooth as possible? This matters because I want a stable 60 FPS foundation for frame generation and similar features.
System: Windows 11 Pro, Ryzen 7 5700X3D, RTX 4080 Super, SN850X NVMe, 32 GB DDR4-3733 CL16, and an LG E9 OLED running through HDMI 2.1.

The 119.88-versus-120 Hz difference is probably not something NVIDIA needs to expose separately. At 120 Hz, a perfect 60 FPS signal should fit two refreshes per frame, but a game that fluctuates slightly below 60 or has inconsistent delivery will still look stuttery. Use an overlay or frame-time graph to check for spikes, and try a lower cap such as 58–59 FPS if the game cannot hold a perfectly stable 60.
A 120 Hz television is not automatically going to make 60 FPS look bad, but the TV’s processing settings can affect motion. Test Game Mode, disable motion interpolation and extra image processing, and check whether the display offers a 60 Hz or 59.94 Hz mode. For troubleshooting, compare a true 60 FPS game with VRR enabled, VRR disabled, and V-Sync enabled so you can identify which combination produces consistent frame delivery.
The first thing to verify is frame pacing rather than average FPS. A game showing 60 FPS can still deliver uneven frame times. Try leaving the TV and Windows desktop at 120 Hz, enable G-SYNC or compatible VRR for fullscreen and windowed applications if supported, and use a consistent frame limiter. For a 60 FPS target, test both an in-game 60 FPS cap and an NVIDIA Control Panel cap around 59 or 59.94 FPS. Also test V-Sync in the driver and in-game one at a time instead of stacking multiple synchronization systems.
Since you changed GPU vendors, make sure the old AMD display components were actually removed with DDU in Safe Mode, then install the NVIDIA driver using the clean-install option. Reset any old per-game profiles afterward. It is also worth testing with NVIDIA Inspector tweaks and unusual power-state changes reverted to defaults before looking for more advanced fixes.

I already ran DDU before installing the 4080 Super, and the card itself is working normally. I’m mainly trying to reproduce the smooth 60 FPS presentation I had on this same TV with the RX 6800.
