I want to install Kubuntu on my laptop, but I don't have a USB flash drive or a CD/DVD available. Are there safe ways to start the installation from the laptop's existing storage, over the network, or with another device?

The safest and simplest solution is honestly to get an inexpensive USB drive, ideally 8 GB or larger, and create a bootable Kubuntu installer. Trying to install without recovery media can leave the laptop unbootable if something goes wrong, especially during a dual-boot setup. Make sure you have backups first.
If Linux is already installed and the system boots with GRUB, you may be able to store the Kubuntu ISO on the internal drive and add a custom GRUB entry that boots the ISO directly. This works with some Ubuntu-based images, but the configuration depends on the ISO layout and your partition setup. It’s best to prepare backups and a recovery method before changing anything.
Network booting through PXE is another possibility, but it requires a second computer or server on the same network to provide the installer. It can also be difficult over Wi-Fi, so this is usually more effort than using a USB drive.
Some Android phones and microSD cards with a compatible reader can act as installation media, depending on the laptop and app being used. Installing directly from a hard-drive partition or using tools that modify Windows to boot an installer is much riskier. Have a proper Windows or Linux recovery drive available before attempting those methods.
If you’re setting up dual boot, be especially careful: a failed partition or bootloader change could leave the existing system inaccessible. Back up important files first.
