How can I re-enable Task Manager on Windows 11?

Task Manager won't open on my personal Windows 11 laptop. Ctrl+Shift+Esc does nothing, and opening it manually shows a message saying it has been blocked or disabled by the administrator. I never intentionally changed this setting, so I'm wondering whether a Windows policy, registry setting, or malware caused it. What's the safest way to restore Task Manager and check that the system is clean?

Don’t delete files or registry entries based only on a screenshot. First finish a full malware scan, check that Windows is fully updated, and look for other disabled Windows shortcuts or policy settings. If Windows+L remains broken after the scan, test another keyboard and check whether a policy or keyboard utility is intercepting the shortcut.
