How can I re-enable Task Manager on Windows 11?

Task Manager will not open on my personal Windows 11 laptop. Ctrl+Shift+Esc does nothing, and opening it another way shows a message saying that Task Manager has been disabled or blocked by an administrator. I never intentionally changed this setting, so I'm wondering whether it's caused by a Windows policy, a registry setting, or malware. What's the safest way to restore access and check that the system is clean?

A registry-file fix can restore Task Manager if the restriction is only a changed setting. After applying it, restart Windows and test Ctrl+Shift+Esc again. If Task Manager returns but shortcuts such as Windows+L still do not work, donโt blindly delete files shown in a screenshotโthose may be legitimate system or startup entries. Check the file names and locations, run Windows Security plus a reputable second-opinion malware scan, and consider restoring Windows system files with sfc /scannow from an elevated Terminal.

An administrator block on a personal computer is worth investigating, especially if you didnโt set it yourself. First run a full scan with Windows Security, followed by an offline scan if available, and remove any recently installed software you donโt recognize. You can also check the policy and registry settings for Task Manager, but back up the registry before changing anything. The relevant policy is under User Configuration > Administrative Templates > System > Ctrl+Alt+Del Options, where โRemove Task Managerโ should be set to Not Configured or Disabled. The registry value to check is DisableTaskMgr under HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem; it should be deleted or set to 0.

MellowPine7: The fix restored Task Manager and Ctrl+Shift+Esc works again. Windows+L still doesnโt lock the computer, so Iโll scan the system and verify suspicious entries before removing anything.
