I recently built my first PC, but I won't have the RAM and CPU cooler for another three weeks. Is there a way for me to test the build now? Can I use a desk fan to cool the CPU or is there anything else I can do? I just want to ensure everything works properly before I finalize everything.

What CPU are you using, by the way? If it came with a stock cooler, that's usually a good backup option if you need to test something in the meantime.
Using just a desk fan really won't cut it for cooling. CPU coolers are designed to make direct contact with the CPU's heatsink. Without that contact and thermal paste, your CPU is at a massive risk of overheating. It's better to wait for the proper components than to fry your chip trying to test a few fans.
You really can't power up the motherboard without the RAM and a cooler connected. It's just not safe for the CPU. If you do try running it like that, there's a good chance the system will detect the CPU fan isn't there and shut down super quickly to prevent damage. But if it doesn't, you risk seriously damaging your CPU because it will overheat without proper cooling.

Nope, I went with a Ryzen 7 9800X3D, so no stock cooler with it.
