How can I transfer data from one iPhone to another with slow WiFi?

I'm at my mom's house, and I just bought her a new iPhone 13 Mini to replace her old iPhone 7. The problem is that we're stuck with really slow internet, only about 10 Mbps. We live in a rural area, about a 90-minute drive to the nearest Walmart in Texas. I have unlimited iCloud storage, but I already use 2TB there, and the backup is going to take over 100 days at this speed! So, I'm looking for a better way to transfer her data. I do have a Windows laptop and a Chromebook that I have reflashed with Ubuntu. I need to get this done before I fly home on Monday. Also, just to clarify, I mean megabits, not megabytes.

You could back up the old iPhone using iTunes on your laptop and then restore that backup onto the new iPhone. It's a straightforward way to transfer everything over without worrying about the slow internet.

If you go for the direct iPhone-to-iPhone transfer option during the initial setup of the new phone, you won't even need internet for the actual data transfer. You'll only need it later for downloading apps or anything saved to iCloud.
