I'm trying to bring an old wired home network back into use. A Netgear GS116 switch is connected to the router, a PC, and a laptop, and those direct connections all work normally. Several Ethernet wall sockets around the house are wired back to a T568B patch panel. I connected patch cables from the corresponding patch-panel ports to the switch, but none of the switch link lights come on and the wall sockets provide no network connection. A laptop works immediately when connected directly to the switch. Is connecting each patch-panel port to the matching switch port the correct setup, and what is the easiest way to test whether the patch-panel runs are working?

Start with one run rather than testing all six at once. Connect a known-good patch cable from one patch-panel port to the switch, then connect a laptop to the matching wall socket with another known-good cable. Check whether that switch port shows a link. If it does not, inspect both ends of that run for loose or incorrectly punched wires. The T568B color order must be consistent at both ends; using T568A on one end can cause problems, especially if the conductors were not terminated correctly.
Yes, that is the normal arrangement: each wall socket should terminate at a patch-panel port, and a short patch cable should connect that patch-panel port to a switch port. The switch then connects to the router. Matching the port numbers is convenient, but the numbers themselves do not matter as long as you know which socket each cable serves. Since the link lights stay off, the problem is likely with the cabling, terminations, or the wall sockets rather than the network configuration.
The patch panel is passive, so it does not generate an independent signal. The switch light will only come on when a device is connected at the far wall socket and the complete cable path has continuity.
You can also use a tone-and-probe cable tracer if the panel labels are uncertain, or temporarily test a cable with the tester before connecting it to the switch. Check that the punch-down connections are fully seated and that the cable has not been damaged behind the wall. If every run fails, look for a common issue such as the panel being terminated for telephone service, incorrect labeling, or a patch panel that is not actually connected to those room sockets.

A basic RJ45 cable tester is the easiest way to check this. Plug one unit into the patch-panel side and the other into the corresponding wall socket. It will show whether each conductor is continuous and whether the pins are crossed or miswired.
