If you have the fast startup feature enabled and no USB devices plugged in, you could see boot times drop to under 10 seconds with any SSD. Without that, and doing a thorough POST, you're looking at around 30 seconds. A well-maintained Windows install generally boots up in under 5 seconds, even on basic SATA SSDs. So, with a Samsung 990 Pro, you should expect fast game loading times as well, although Mortal Kombat 11 can be a bit glitchy and may not load as quickly as you’d hope.
