You'd want to check what similar agencies in your area are charging. I usually suggest calling around for quotes under the guise of starting a new business. It's a good way to gauge the going rates in your town!
For a site like that, I charge around $300. I create it on WordPress with a free theme, and since I have my own server, I include a year of free hosting. I set up email through AWS SES, and I have clients buy their own domain but I help manage it by pointing it to CloudFlare.
